How Safe is Dubai?

Any country, particularly one in the Middle East, could fall victim to violent fanatics. But Dubai’s generally religious citizens and its decreasing oil reserves mean that this particular emirate is unlikely to be at the top of a terrorist’s hit list, say Westerners doing business there. Political stability is further enforced, they say, by several layers of bureaucracy in the local government and by business communities that not only support Sheikh Mohammed’s policies but are also likely to continue them after he is gone.
